He is the younger brother of Lord Hightower and Hand of the King to King Viserys I Targaryen, having previously served as Hand of his predecessor King Jaehaerys I, as well as the political rival and mortal enemy of Prince Daemon Targaryen.

He may be a bit arrogant as he talks over Lord Corlys on several occasions, but he is ethical, loyal to King Viserys and cares deeply for him and the future of the Seven Kingdoms.
